Approval is the first step. Live activation happens only when the required shop, venue and reward configuration is ready.

Set how many Bronze, Silver and Gold rewards you are holding. Quoll-Q never silently substitutes another tier.

Runner rewards
Quoll-Q decides the tier. You decide what that tier is worth at your shop.
One valid run can create separate Individual, Party and Squad reward entitlements. They resolve independently, so more than one reward can come from the same run.

Bronze, Silver and Gold are exact entitlement tiers. Every issued reward consumes stock from the tier the runner actually earned; there is no automatic Gold-to-Silver or Silver-to-Bronze downgrade because another tier has stock.
Quoll-Q handles qualification and allocation. Your campaign defines the actual offer attached to each tier, and an already-issued reward keeps the offer that was snapshotted when it was issued.
